U.S. citizens are allowed to claim for their country any island that has bird guano and is not otherwise controlled by another government. This law, the Guano Islands Act of 1856, dates back to a time when guano was highly sought after as fertilizer. Several Caribbean and Pacific islands claimed using this law are still U.S.-controlled areas.
