In 2011 Norway ran out of butter. Poor weather had contributed to a domestic dairy shortage, while high tariffs effectively blocked butter imports. A Russian citizen was caught trying to smuggle 200 pounds of butter into the country. Authorities warned people not to buy butter from strangers. The tariff was temporarily slashed by more than 80 percent, and after a month Norwegians had butter once again.
