Hoa Binh, city, northern Vietnam. It lies along the Black River (Song Da) about 45 miles (75 km) southwest of Hanoi. Located in a plateau region that forms the southwestern limits of the Red River (Song Hong) delta, it is a market centre for rice and forestry products. The Muong are the principal inhabitants of the region. Pop. (1999) 52,639; (2009) 65,377.
