Kulebaki, city, Nizhegorod oblast (region), western Russia. It lies in the valley of the Tesha River, which is a tributary of the Oka River. The economic base of the city is metallurgy, including steel mills and the production of transportation equipment. Flour and timber milling are also important. A technical college in the city concentrates on metallurgical studies. Pop. (2006 est.) 37,601.
