Kotlas, city, Arkhangelsk oblast (region), northwestern Russia, at the confluence of the Northern Dvina and Vychegda rivers. It is a major focus of river and rail communications and a transshipment point, handling chiefly coal and timber. The city, chartered in 1917, has large sawmilling, shipbuilding, papermaking, pulp-making, and timber-working industries. Pop. (2006 est.) 59,434.
