Hamas rejects the Oslo Accords process concluded between Israel and the Palestine Liberation Organization (PLO), its political rival. At the time, it rejected negotiations that would cede any of historic Palestine to Israel, precluding any form of a two-state solution. Since 2006 some senior Hamas leaders have stated their willingness to support a two-state solution, albeit on stricter conditions than those negotiated in the Oslo Accords process. In 2017 the organization formally acknowledged a Palestinian state solely in the West Bank and the Gaza Strip (i.e., a two-state solution) as a “formula of national consensus.” However, these views are far from consensus within Hamas: Yahya Sinwar, a Hamas hard-liner and its most senior leader from 2017 to 2024, appeared to reject a two-state solution in some of his rhetoric.
