The Meiji Constitution (1889) had invested the emperor with supreme authority, but, in practice, Hirohito generally gave his assent to policies formulated by his ministers and advisers. In 1947 Japan became a constitutional monarchy. In an effort to bring the imperial family closer to the people, Hirohito began to make numerous public appearances.
