A Pug has a curly tail because of a spinal deviation, from the wedge-shaped lower vertebrae to the bone and cartilage of the tail. This leads to a natural curl. Some Pugs have been bred to have a double curl, as it is highly valued. A tail that does not curl can indicate a medical problem.
